I am a novice still and mostly use the keyboard controls to move the 
markers.  I am not real good with percise positioning with the rewind and 
fast forward keys yet.

You're confusing moving the markers witht he arrow/control/shift keys and
finer adjustments such as moving with fast forward and rewind and direct
input of start and finish markers by time.
