Yeah, goldwave's EQs and filters tend to do that, even since version 3
in 1998, and it still hasn't really been improved any since then. I don't know 
how to do
this with cool edit as I use sound forge for most things, but you could
always try a free DirectX plugin under goldwave.
There are quite a few decent ones out there for filtering, but I don't
know how accessible anything is under goldwave's DirectX manager.
