Well, there may be some way to force the DECTalk software speech to use the card driving your desktop speakers, just as there is a way to force Eloquence to do this. But, as I don't know anything about DECTalk's software speech, you'll have to get directions on that from someone else. But, at least, I think, that is the question you need answered.
BTW, if you're using JAWS, why don't you use eloquence? If all else fails, I suppose, you could switch to it. Then, the solution to your problem would be to do exactly as I'm doing.
