I'm not sure I understand your question?
The Winamp bookmark list is a text file that references different files, or mostly audio streams.
I'm guessing that what you want to do is take a very long mp3 file that has different chapters in it, maybe it's an audio book, and you want to separate that into different files?
If the anser is yes, you could create different regions for each chapter and separate those regions as separate files.
