The best MP3 tagger is MP3 Tag Studio, available from http://www.magnusbrayding.com. Magnus is very well aware that his programs are in use by blind people and has done a great deal to make his program very accessible for us as well as pleasing to look at for the sighted user.
Of course, the manually-intensive way of tagging your files is to use the Alt-# dialog in Winamp. Why tag?
