Terri, this problem is usually a function of the tape recorder.  You might
get some improvement if you clean the heads of both the playback and record
heads of the machine.  A cotton swab with denatured alcohol is best for this
unless you have special head cleaner stuff.  Also, if you should have a head
demagnetizer, you might try that as well.  The recording machine assuming it
has both the play and record decks probably doesn't allow you to adjust the
recording volume.  If it did, you might have more options for getting more
volume out of the tape.
