Your brother probably needs a ground isolation transformer. You can get them from several places including Radio Shack for around fifteen dollars. It is a cylinder shaped device about three inches long and an inch and a half in diameter.
It has a pair of stereo cables coming out of each end with RCA connectors. It comes with an adaptor cable with a mini jack on one end and female RCA connectors on the other end. My sound card has RCA connectors on it so I don't need the adaptor cable but it will depend on the type of connectors that are on your brother's sound card as to what he will need.
