I'm not 100% on this, but I think the SDK's downloadable from pluggedin.palm.com provide the tools necessary specifically for devices such as Treo smartphones. For everything else, grab the "Core PalmOS SDK" from here: http://www.palmos.com/dev/dl/dl_sdks/
