I would say adding to profile.d and working out of the box is OK.
It is not opening any new network service (in potentially unsafe
configuration).
File belongs to package, it is easily trackable who/when/how put it there. 
If it is marked as configuration, then somebody could choose to change it and
it wont be overwritten with new package update.
