OTRS wants every adress in a new line. Therefore it automatically adds a new to field, if you entered an adress in the first one. Every new field also supports the auto completion. At least with OTRS 3.1.

But the use of a seperator for multiple addresses is AFAIK not implemented, I'm sorry.
