Let me put on record the very simple-minded version that I loved making as a kid, in 1950s in Chicago, from tissues (i.e. paper handkerchiefs like Kleenex) and pipecleaners. The only folding required was the fan-pleating. The tricky part was separating the 2 layers of each tissue.
