Thanks to Linda Dunbar for their secdir review.

Section 7, para 4:  While RFC 7011 does indeed recommend TLS/DTLS to protect
sensitive or privacy information, it pre-dates TLS 1.3 and DTLS 1.3. Consider
adding a note to use BCP195, perhaps this: 'Implementations SHOULD also refer
to [BCP195] for additional details.'
