We pushed for IANA registration because we had an implementation, and that we 
wanted an RFC for the use cases description, for the RFP, and for the 3GPP 
references.

IEs defined in a WG document should not be frozen in type, number, and 
description.

They are not frozen.

However, IEs defined in IANA's registry are frozen.



I’m really concerned that we are using pre-registrations to bypass the WG call.

I would prefer to reject early assignment requests, eg without an RFC.
