Med, IEs defined in a WG document should not be frozen in type, number, and description.
They are not frozen. However, IEs defined in IANA's registry are frozen. I’m really concerned that we are using pre-registrations to bypass the WG call. +1 I would prefer to reject early assignment requests, eg without an RFC. P.
