Hi, this document is a significant change from -05.

1) I have swapped the First Come/First Service allocation and the
   Specification Required allocation.  This means that all the historical
   items are now int he FCFS section, where less rigour is expected.

2) the overwide table has been replaced with stanza.  This was suggested
   after consultation with the RPC and IANA (in person).
   (I will provide an appropriate .xml format file to them at the right point)

The linktypes "table" remains as linktypes.csv in the git repo, albeit with |
as the separator rather than comma.  However, the quotes are now escaped 
properly.
