My point is at the end of the email… but we need to be aware of a couple of
things going in…
I believe your instincts are correct - Policy needs to be part of
configuration templates (but they aren’t controlled by the template… it’s
actually the other way around), and by all manner it already is in cloud,
albeit done subtly different than how Telecom thinks about it.
IMO what is more important however (and not on the radar) is that Policy is:
1. A cross provider implementation on the service plane (you have to be able
to order it between carriers / MSO’s)
2. Which means it has to be a Taxonomy (you can’t have policy with different
meanings, or that conflict with each other – you have to ID which are mutual
vs. exclusive from each other).
i.e. – Call waiting, call forwarding, and call
roll over to the next number if busy, .. can they exist together, and how
does that work?
So --- The Policy is in itself a Taxonomy of the service behavior that is
implemented in either the host, host agent, or the orchestrator – most commonly
it’s feature developed across all of them.
It’s that way in cloud today - High Availability in Vmware is
implemented at the Host, Host Agent, and Orchestrator… to deliver that
“policy”.
This means that we need a “NFV industry trade group to start a taxonomy of
policy for NFV services” … keeping in mind that it’s really a feature
development specification that has work with the existing cloud policy
taxonomy…. (I have an open source project that has started building those
taxonomy’s now….) But it has to be at the trade group level with people who
understand how the industry ordering systems work… most of these people are not
in standards… they are in trade groups.
Result --- What Language the policy is in, really doesn’t matter all that much,
however being implemented in each and every Orchestration template is required.
Anyway - you need a place for the policy meta-data at each “level” of policy
that can occur, this can occur at 3 -4 levels depending upon what type of
ordering construct you have.
1. Physical entity
2. Logical Overlay
3. Resource Pool
4. Resource level (single element)

Sorry for the late reply on this one. Have you considered TOSCA as an
alternative specification language for policies (and feedback loop actions)?
Also, is the priority field based on an existing standard definition?
