As I said, it's very timing sensitive, and it sounds like you didn't enable
boot_wait.
Try atftp, instead of regular tftp, wrapped in a while loop so it will trying to
tftp to the router every second like the ping.
Also be sure you are pressing and holding the reset button long enough.
