This was recently discussed: http://lists.infradead.org/pipermail/openwrt-devel/2020-March/022138.html There is a purpose IMHO: Keeping it enables CONFIG_HAS_TESTING_KERNEL=y which prevents CONFIG_TESTING_KERNEL=y from being removed from my configs.
