This would mean that you would have to mirror all tarballs for all changes that will be done through the time. I would suggest extending PKG_SOURCE_URL variable by the another mirror to this tarball. Mirroring packages to http://downloads.openwrt.org/sources does make sense for releases, not for moving targets.
