I tried preinit and also .../trunk/package/base-files/files/etc/config/network .../trunk/target/linux/ar7/base-files/etc/config/network
and it still comes out as 192.168.1.1. (building for a wndr3800) Seems to be lots of network files. I guess I could have the wrong one?
