Thanks, that's not the problem though. The second hunk doesn't apply to compat-wireless after openwrt patches have been applied. And it's not obvious what to change where. But I'll continue poking at it. At least from what I can see "iw phy phy0 info" shows 0.0 dBm for all bands.
