I am not sure what is meant by this.

Must all packages be able to work without a public IP address, without
access to your router, over a 3G connection and be accessible for use
by technology-impaired users in order for it to be included in the
OpenWRT package repository?

Or are you pointing out a downside of PeerVPN specifically?
