I have noticed various times that a reboot of the router after installing luci packages made it work - assuming you didn't try a reboot yet.
Also sometimes installing luci-admin-mini on its own (with prerequisites and theme) followed by a reboot, then ensure the interface comes up, then install luci-admin-full and reboot again, then it should be all there with the "advanced" options and all. Not sure why it is such a pain, but I've had similar problems and rebooting between steps (which logically should not be required) is the key.
