You should not put wireless ifnames into /etc/config/network anyway. That's what option network in the wireless config is for. In many config scenarios the wireless ifname is just not known at the time the interfaces are brought up during boot. For example in the case of ap + sta vaps setups the network scripts might reorder the vaps to suit driver needs or in wds setups the ifnames could be totally randomized. The proper way is to not reference that ifnames at all but using the option network in the wireless config instead. This way the interfaces are brought up when the driver is ready, and not before.
