You can *start* these two servers, if they use the same "server" IP
range, but they will not *work* (as in "provide service to clients") - the
operating system needs distinct IP ranges on the two tun interface to
properly deliver packets to clients of server 1 or server 2.
Please get a basic textbook on TCP/IP - these are all very basic
questions that are totally unrelated to OpenVPN.
