FWIW ... The openvpn.service and openvpn@.service unit files are not
officially supported by the community; there is quite a difference in
these unit files across distributions - where they often behave differently.
The official community supported approach are the
openvpn-client@.service and openvpn-server@.service unit files; as
described here:
