Ok, I am able to make a connection. It does connect. There is no data
going through the connection.
I am trying to upgrade to 2.4.6 but I am having issues compiling.
The OS is
slackware-12.1 which is very old now so it may not be compatible. I am
getting
an err.h error. Says it finds it, but cannot compile it and I should
report it.

There appear to be issues with path MTU discovery on UDP on Rogers
right now, and I am not sure about OpenVPN PMTUD support, but make
