This is a pretty historic version. Upgrade to 2.3.14 or 2.4_rc2.
(One of the side effects of a more recent OpenVPN version is that the
MTU used for control plane is higher, and that will speed up connection
establishment on high-latency links significantly. Another side-effect
of 2.4_rc2 is that it's much improved in lots of ways :-) )
