Sorry I take this last sentence back.

What I was talking all time long was the "tun-mtu".

To fix the MTU issue when there is encapsulation, it's the tun-mtu that
should be reduced (so that it can fit in the link-mtu after adding the
protocol overhead).

So the proper workaround should be to reduce the tun-mtu and avoid the
default of 1500.
