Oh. That "KeyError: 'CONFIG_FILE'" is just because I didnt set the COMMAND env var. So I guess thats not it. Pointing --conf-file= to "devstack/files/dnsmasq-for-baremetal-from-nova-network.conf" doesnt solve the issue either.
