I would prefer to have a separate openstack-dev list, but tend to agree that it will shift developer's attention from general ML to dev-oriented one.
At the same time it might be beneficial to move some discussions from general ML to more narrow ones. During the Design Summit we've agreed to create several working groups. I'm personally interested in: - nova-volume - nova upgrade - orchestration and jobs/retries - HA and looking forward for their creation. Probably creation of such WGs might be publicly announced over the general ML and interested developers could joint them. Seems like the easiest method will be to host them on Launchpad (together with MLs, archives, etc.). It might be also beneficial to have the list of all Openstack WGs somewhere on Launchpad. There is also a concern that putting developers in another list will decrease their attention to the bigger part of the community. I believe this is a serious concern and that it's going to be our role as leaders of this community to prevent this from happening. I'd suggest to dedicate the existing mailing list for discussions about usage of OpenStack (deployment and development of applications on top of OpenStack API) and create a new one only for developers of OpenStack. "Developers" in this context should be developers of openstack projects (nova, swift, quantum, etc).
