I also think that PTLs and other respected leaders of this community can affect a TC decision without necessarily formally voting at the end of the discussion. They have a lot of influence, and they can use it by giving their strong position on a subject -- the meetings are open to all and I expect PTLs to show up when something that directly affects them is discussed.
