More correctly, the effort you'd go through to correctly
characterize subsets of a repository under control of different
groups of people is within the same order of magnitude as just
putting them in separate Git repositories (especially when you take
in to consideration the knock-on effects of duplicating things like
review dashboards for the various prolog rules defined for those
different subsets of the repository). If you're going to attempt to
delegate review on portions of a Git repository, in most cases you
may as well go ahead and make it a separate repository anyway.
