What we've been talking about, per mriedem's suggestion, is that the qparam is required when you specify any numbered request groups. There is no default. If you don't provide the qparam, 400. (Edge case: the qparam is meaningless if you only provide *one* numbered request group - assuming it has no bearing on the un-numbered group.
