Gerrit's "hashtag" feature relies on their new NoteDb backend and new PolyGerrit frontend. It looks like we'll need to be running 2.14 at a minimum to have the working WebUI so that people can conveniently set hashtags on changes. Due to a number of factors, we're not planning to upgrade to 2.14 just yet (it was only released two months ago, requires newer Java which in turn requires a newer operating system) and are instead underway with testing the stable-2.13 branch tip for our upcoming upgrade. This aside, you could probably get somewhere with a combination of commit message footers and topics, or some reverse-mapping from tagged bugs/stories using, e.g., reviewday. -- Jeremy Stanley
