I'm a bit out of date on this personally, but we ditched all iSCSI a
few years ago becasue we found it generally flaky on Linux. We we were
motly using Equallogic SAN both for OpenStack and stand alone servers
but saw same issues with some other targets as well.

So I wonder if this is a Cinder issue or just a Linux issue.

What we saw fall over was any slight network bump would permanently
drop conenct to backing storage requiring reset.  But as I say this
was decidedly not a Cinder issue.
