I think the IRC discussion last night led to this being something we'd like to get into havana. It actually facilitates testing multiple conductors per host easily in devstack (which we don't test right now, but we claim it works). I think the risk is low, since this is effectively just a config change, and the benefit to the users is large since people *will* have to run multiple conductors one way or the other.
