It should be. You will have "fun" with some of the CVS snapshots though,
various auto generated files need to be generated under Unix and a few
other things corrected before it will work. The release versions should
be more straight forward.

Doesn't cygwin library have a license that says anything compiled under
it must be GPL? If so this would be against the licensing conditions of
OpenSSL.
