There are approximately 1,100 entries in settings.xml, which is the list you see in the Debug Settings floater (perhaps it should be renamed to just Settings). I don't see any practical way of having all those available in any kind of sane preferences menu system.
It would be good to generate a list of entries that are in there and never used by the code. Those could be eliminated without much discussion.
