In the viewer, you could have an Intent to open radar (for example). A TP radar could register with the viewer that it has the capability of providing the radar Intent. Then, the next time the user uses radar, a pop up asks which of two-or-more plugins should be used to do the work. (In Android, you get pop-ups asking, for example, which of two-or-more cameras should be used.) Android doesn't really have plug-ins.
