Unlike some, I find IPS to be usable, but that doesn't change the fact that it was lunacy to implement a packaging system in an interpreted language.
[url=http://www.haskell.org/haskellwiki/Haskell]Haskell[/url] would have been a much better choice. The [url=http://xmonad.org/]Xmonad window manager[/url] demonstrates that Haskell is very well suited to rapidly developing highly functional but lightweight applications.
