Hello Laurent,
You can find this info in the IEEE 1149.7 standard, in the RSU Escape
detection section.
The RSU is mandatory for the T3 class of TAP controllers (where the star
topology is supported).

We were on IEEE 1149.7 CJTAG T4 for now (the two wire version) .
We have now to see about the CJTAG T3 Escape/Standard Protocol with our new
JTAGkey.
