The firmwares bundled with LPCXpresso (LPCXpressoXX.enc) are
encrypted, and not just with the standard TEA key. I expect that 3154
on the board has an AES key programmed in OTP and won't accept
unencrypted firmwares. Also, NXP said that LPC-Link is supposed to be
used only with the LPCXpresso IDE:
