You can switch between the Segger driver and libusb-win32 device driver. When you need to use IAR or similar programs which need Segger driver, you use Device Manager to update libusb-win32 device driver to the Segger driver. When you need to use OpenOCD, you can switch to libusb-win32 device driver. The filter driver is better in this aspect. You do not need to switch driver. It might work with Vmware. But why do you want to do that? OpenOCD works under Linux.
