I was running with the ft2232 and jtag patches ('92, '93),
and they didn't seem to resolve that issue. It was still
not guaranteed that the server could start up properly
without a reset in the recent past. It's not clear if
they changed anything I was noticing (or not).
Newish behavior: doing a reset later doesn't necessarily
fix things. "scan_chain" stays the same. Need to abort
the server, then restart it.
