I want to get the style guide up-to-date.  Here's my plan.

Barring any objections, I will add doc/manual/style.txt by moving the
relevant bits out of openocd.texi.  The style guide is for developers
working on the code; the user guide should not need to mention the code.
though that may take some time.

I will then patch the new file with some pending changes that I made
when style topics were being discussed in the past month.  That patch
includes a list of those C99 features that the community seemed to think
would be acceptable.  Others can then choose to revisit my revisions or
to expand this section in its new location.

In the process, I will revisit my changes to add another section to
provide some rules for typedefs, though I have seen that this needs to
be filled out have some discussion.  What should the typedef rules be?
