I would be interested in trying to help with the Windows package for OpenOCD. I don't have a definite build setup for Windows yet, but I'm working on it. I also have some experience with things like the NullSoft installer for scripting Windows installations. I'm going to work on it for a bit just for fun, but let me know if you want any help.

my suggestions:

install folder: [Program Files]\OpenOCD\0.1.0\
executable in that folder, along with documentation, licenses and some readme files, links to openocd webpage
config files in their dirs
zipped drivers for turtelizer2 and rlink in the \drivers\ subfolder
source package in the subfolder \source\

i'll try to make the installer in *.msi format using Wix3.
