Not sure why you would stream a stream, the broadcast is a stream, requiring 
system resources, and the the screenshare is another stream, so if you have the 
resources for that then try it.

I believe theirs a specific room type for this type of process. Though, the 
person broadcasting would need moderator permissions.screen sharing a 
broadcasted web can may work, but your increasing the amount of hops required 
by n factorial.( aka can become very slow).
So, essentially, your computer would be updating, when screen share determines 
a pixel change it would broadcast the update. This creates a lot more work and 
will result in choppy video quality.
It may be best to give moderator to whom wishes to receive the broadcast.
However, both solutions should still work.

You can start screensharing select area of "video of particurar person" and 
broadcast it :)
