What you mean is creating a simple folder in the private drive. A folder is a folder no matter if its in the private drive or public drive.
I think its the same like uploading a file to the private drive, isOwner => 1/true + parentFileExplorerItemId = -2 and externalUserId (or userId depending on if you're using addFolderByExternalUserIdAndType or addFolderByUserId) set to an valid user object (either external or internal Id).
