We haven't (yet) formalized a home for JEPs, so it should probably be moved into a separate branch (and Draft PR) for now as supporting material, which is what I did for Incubator Modules: [JEP](https://github.com/kevinrushforth/jfx/blob/jfx.incubator/INCUBATOR-MODULES.md), [Draft PR](https://github.com/openjdk/jfx/pull/1617). This reminds me that we really do need to formalize where we store JEPs.
